Go to setting, accessibility, voiceover, command, touch gestures. Select the one that has no use. I use 2 finger slide left and right to go previous and next for it. Select 2 finger slide left and tap on it, slide until you get to what you need.Do the same for next.

To select top on what you want to use, in my case i use 2 finger slide left and tap, slide until I got to roder and kept going until I got to slide previous, tap and it selected. When you go back to see 2 fingers slide left you hear previous Do not forget on command slide until you get to touch gestures.
