So I thought the way you copied text was like so.
1. Pick text selection on the rotor.
2. Select text.
3. Select edit on the rotor.
4. Swipe up/down to copy. Double tap.
Apparently this is wrong because I just tried it. I selected the text just fine, but when I got to edit, I saw no copy. I did get the text by picking share and emailing it to myself. I was going to just copy it and get it shared with the Mac's clipboard though.

The steps you described sound perfectly correct to me. Did this fail more than once and in different places? I wonder if it was just a fluke.
If you could share the selected text then obviously there was successfully selected text, so copy should have been there.
If you restart your phone and find this still doesn't work, then I would call Apple accessibility about it.
It's the first time I tried it.
So I'll have to figure out if it fails elsewhere. I'm trying to remember what was in it, writing tools or such, share obviously, select all maybe. There was at least one more menu entry other than writing and share anyway. Not copy though. At least it worked, so that's something.

If you left the default gesture alone, after you have selected your text, just do a three finger quadruple tap to copy the text. Then paste it wherever by using the copied text rotor item.
