can anyone confirm this bug still exists?

Hello,
Can anyone confirm this bug still exists? I have ios9.2 running on a 5s. I'm still noticing the bug where when the phone is on mute sometimes vo will still become unresponsive. I just wanted to see if anyone else was still having this issue before I write apple accessibility.

Hi Troy,

As far as I know, VO started doing this when iOS 7 was released. It continued on, then when iOS 8 came in, it was even worse because the device would freeze or VoiceOver would be silent.
iOS 9 still does the same thing.

There are two ways to solve this:
Method 1. Sound Adjustment. Sometimes when VoiceOver is silent, sound volume does the trick.
Go to Settings > Sounds > Sound Volume. Adjust the slider down to 0%, then go up to 100.
Method 2. Toggle VO. Sometimes this will work.
Triple click the home button and wait for 10 seconds, then triple click the home button again to toggle on VO.
