I use Rdio, and if you're a student you can easily set up a discount where it's only $5 a month, and that's what I do. However, if you're not wanting a subscription cost at all, the closest thing I can think of is songza. And you can't make the playlists with the app, you have to make them on their website as far as I know, and that was a pain using JAWS when I tried to do it. But that was a long time ago so things could have changed since then. short answer, if you're not wanting a subscription fee and you're wanting to be the creator of playlists, as far as I know you're out of luck.
