Is adding a contact to your favorites broken?

Hi all,
I was just wondering if I am missing something obvious, or is adding a contact to your favorites broken with VoiceOver?

Here is what I do:
1. Open the contacts app and double tap the person I want to add to my favorites.
2. Press the "Add to favorites" button.

VoiceOver plays a sound indicating that a popup menu opened, and I have another add to favorites option at the top of the screen now. I assume this is where I am supposed to confirm this, or something, so I activate it, except that I can click this option as many times as I want, and nothing will happen.

Is there any other way to achieve this, seemingly, basic task?

I've discovered a little later that you can go to the phone app, go to the favorites tab on the bottom left, and try to add somebody from there, but it just leads me to the exact same screen with a non-functioning add to favorites option.

This works for me, although the process was not immediately obvious. Double-tap the "Add to favorites" button in the Contacts app, select "call" in the resulting popup, select the app you want to use if you have multiple calling apps installed, and then select the number you want to add.
