an accessible app to write on photos

Hi:
Am an Instagram user, and in Instagram for instance, they do not allow any posts without photos.
so, i asked some people, and they told me that they use black photos and write on these photos, then publish on instagram,
is there an accessible app that can do so? specially making text centered and all these things?
