I'm not sure many of these have much baring on how we'd use our iPads. The better files management is useful, but I think a lot of it is organisation for visual objects. I do have the beta on my iPad mini, and haven't really tried the windows thing, but I'm not entirely sure it's going to be any more useful than the split screen and may, in fact, confuse matters.
to my mind, they are quite insignificant changes, aimed to convince potential buyers that iPad is a viable work machine. For some it is, but they seem quite reluctant improvements. The iPad will never be a mac and vice versa.

Very little about the multi tasking and functionality. Let alone accessibility itself.
