Can anybody recommend a sub US$150 recording mixer?

How many channels are you looking for? What type of input/output do you need? That sort of information should make it a little easier for someone to offer a suggestion tailored to your needs.

As Joseph said, we need a bit more info. Are you just looking to connect a mixer with microphone and your iPhone? Do you want more than that? Certainly, you can get an entire set-up for under $150 depending on your needs. But if we don't have any specifics, nothing can be recommended.

Ok, then I guess the question is - what do you want to record/mix? Do you just want to record your voice through a mic? Do you want your voice and your phone simultaneously? If your phone, do you just want to record Voiceover, or do you need the ability to record in stereo from your phone, such as music or game audio? This will all help us figure out what's the best option.
