There is a folder called Locale on my new OR 20 plus. Is that the root folder? I put the update file in that folder and followed the steps. Nothing happened. Woe is me.

No the locale folder is not the root folder. It is the folder that has the different languages for your device. You want to get the update files out of that folder. You want to paste the update files in the same location as the locale folder but not in it.
