Will the Focus 14 display the time in refreshable Braille?

Not on its own. The Focus 14 will display whatever the device it is connected to tells it to. So for example, if you connect it to an iPhone, and then focus on time on the iPhone's status bar, it will display. I assume you're asking if you can look at the time on the Focus 14 without turning on another device, and the answer is no.
