I am from Russia, we have an unpredictable economic situation now, so I decided to retrain as an iOS application developer, such a profession gives much more independence and freedom.
I myself am a lawyer by education.
When I worked as a lawyer, my main working device was only an iPad Pro 12.9 2021, I don’t have a MacBook.
They say that now many applications can be developed using Swift playgrounds 4 on the iPad Pro.
Can you please tell me how true this is? Or is it impossible to do without buying a MacBook and a full-fledged Xcode?
Is app development available with Xcode for Mac with VoiceOver?
And most importantly... I don't know where to start... What should be my algorithm for the first steps and actions, given that I have a specialized legal education.
I will be grateful for the answer!

I did have a quick go at playgrounds on the Mac, the first lessons are simple directions that have to be given in a specific order to move a character around a maze. I suspect that this would work much better on the iPad where there is a touch screen as long as you also have a keyboard. typing in code with either the on screen keyboard or brail screen input would be desperately frustrating.
Someone told me, over on the twitter, that Xcode is having some updates to help with accessibility though, from my understanding, it is a little laborious.
I really hope your new career path goes well. Difficult times indeed.
Xcode on mac
I can't speak to developing apps on iPad, as I am an iPhone/Mac user.
I can say that I have successfully developed an app on my own with Xcode and VoiceOver, and I am totally blind.
The only part I had trouble with was the icon and I got someone to do it for me, but I am told that this part too can be done if you get someone to draw the base icon.
What would you want your app to do? I think that's the first thing you need to figure out.
