VoiceOver sometimes loses focus after clicking the "Use strong password" button in Safari

After clicking the “Use strong password” button in the popover that appears after focusing on a field to create a new password in Safari, VoiceOver focus sometimes moves out of the web content, requiring you to navigate back to where you left off on the webpage.

To reproduce this issue, navigate to the account creation page on a website and place VoiceOver focus on the field to create a new password. Assuming iCloud Keychain is enabled, a popover should appear offering to autofill a strong password into the field.
