Focus jumps to the toolbar when Tabbing past the subject field in Mail's "New Message" window

When Tabbing past the subject field in Mail’s “New Message” window, focus jumps to the “Format” radio button in the toolbar instead of the next focusable element in the window, requiring you to press the Tab key several additional times to get to the message body text field.
