When re-ordering widgets on the Today View, on occasions selecting the Drop Before option in the VoiceOver rotor will instead create a widget stack

Description

When using the VoiceOver rotor to arrange widgets on the Today View, you will find that on occasions the ‘Drop Before’ option will wrongly create a widget stack instead of placing the widget in the desired location.

Steps to reproduce

  1. Ensure that VoiceOver is enabled.
  2. Navigate to the Today View (where you should have a number of active widgets).
  3. Place VoiceOver focus on to any widget.
  4. Check that the VoiceOver rotor is set to its Actions menu.
  5. Flick up with 1 finger. VoiceOver should announce “Edit Mode”.
  6. Double tap with 1 finger.
  7. Place VoiceOver focus on to the widget that you wish to move.
  8. Check that the VoiceOver rotor is set to its Actions menu.
  9. Flick up with 1 finger. VoiceOver should announce “Drag WidgetName”.
  10. Double tap with 1 finger.
  11. Place VoiceOver focus on to the widget that you wish to move the selected widget before.
  12. Flick up with 1 finger repeatedly until VoiceOver announces “Drop WidgetName before WidgetName”.
  13. Double tap with 1 finger.

The above will often work as expected. However, on occasions you will find that a widget stack is created from the two widgets rather than the selected one being placed before the second.
