When in a message in the Mail app, the gestures to scroll (3-finger swipe up or down) do not work.

Steps to reproduce
- Open a message in the Mail app of sufficient length such that not all text is displayed onscreen.
- Perform either the Scroll Down (3-finger swipe up) or Scroll Up (3-finger swipe down) gestures.
- Observe that nothing appears to happen when either gesture is performed.
