Using the VoiceOver Rotor to rearrange widgets can be inconsistent and unreliable

Description

Using the ‘Drag’ option from the VoiceOver Rotor to rearrange widgets can be inconsistent and unreliable, as there are times when VoiceOver does not give accurate feedback on where the dragged widget will be place or offer the option to place the widget.

This behaviour appears to be most prevalent on the Today View and when there are too many active widgets to be present at the same time on this screen (so, when not editing, you would need to scroll the view to access all of the widgets).

Steps to reproduce

  1. Have several widgets active on the Today View (enough that you need to scroll the page to access all of them).
  2. Navigate to the Today View.
  3. Place VoiceOver focus on to any widget.
  4. Set the VoiceOver Rotor to its Actions menu.
  5. Flick up with 1 finger until VoiceOver says “Edit Mode”.
  6. Double tap with 1 finger.
  7. Place VoiceOver focus on to the widget that you wish to move.
  8. Flick up with 1 finger until VoiceOver says “Drag WidgetName.
  9. Double tap with 1 finger.
  10. With this one widget now selected for dragging, flick right with 1 finger to move VoiceOver focus to another widget.
  11. Flick up with 1 finger repeatedly to move through all options available from the VoiceOver Rotor.
  12. Repeat #10 and #11 on all widgets on the Today View.

You should find that there are times when the option to place the dragged widget before or after the widget with current VoiceOver focus are not available from the VoiceOver Rotor.
