The "turn pages while panning" feature with braille displays is not placing the reader at the top of the next page when the page is turned
After opening a book in Apple Books or Kindle, the user can read until the page is turned. When this happens, the user is placed somewhere a few lines down on the next page.

You can turn this feature off under VoiceOver's braille menu and turn pages manually by pressing space with O (1-3-5) to advance a page, or space with OW (2-4-6) to go back a page. You can also use the Page Chooser feature in the Appple Books app if you wish.
