Sometimes, VoiceOver Skips Over the 'Send' Button when Swiping Through the Messages App

Description

When swiping passed the message text field in the Messages app after typing a message, VoiceOver sometimes skips the "Send" button, moving to the top of the keyboard instead.

Steps to reproduce

Type a message, move VoiceOver focus above the message text field, and then swipe right passed the field.
