The Direct Touch option in the VoiceOver Quick Settings panel does not work

Description

If a VoiceOver user chooses to include the Direct Touch toggle in the Quick Settings panel, it does appear, but it is not possible to select the switch to enable the feature.
It remains off when selected.

Steps to reproduce

Enable VoiceOver.
Go to Settings > Accessibility > VoiceOver > Quick Settings.
Select Direct Touch for inclusion.
Open the Quick Settings panel, a two finger quadruple tap by default.
Find Direct Touch. VoiceOver says it is switched off.
Double tap to select it, to switch it on.
Nothing changes, VoiceOver continues to say it is off.
