In Notification Center, The Rotor Action for 'Clear All Notifications' Does Not Work

Description

When the user has multiple notifications and wishes to clear them all at once, the Rotor Action to do so is not working.
The option can be selected, but nothing happens.

Steps to reproduce

Enable VoiceOver.
Ensure you have multiple notifications.
Open the Notification Centre.
Find the Clear Notification Centre button.
Select to reveal the Clear All button and select again.
Alternatively, swipe up on the button to Clear All in actions, and select it.
Notifications are not cleared.
