After assigning a braille display command to VoiceOver Recognition, pressing the command will not toggle the feature

go to Settings>Accessibility>VoiceOver>braille>more info>Commands and find VoiceOver recognition and assign a braille keyboard command to it. When this is done, toggling VoiceOver Recognition is not possible with the assigned keyboard command. Though it shows up as being successfully assigned, it also does not inform you when pressing the command in VoiceOver Practice that it is there.
