VoiceOver goes quiet when using Command-Tab on Big Sur, anyone else?

After updating to Big Sur I regularly find that when using Command-Tab to switch between open applications, VoiceOver no longer speaks the name of applications as I tab through them; effectively turning the process of finding the application you actually want in to a game of lucky dip.

I am seeing this on two different Macs, which suggests that it might not be an issue specific to my setup.

It doesn't happen all of the time, but frequently enough to be annoying.

Is anybody else experiencing this?
