This is exhausting...Apple still haven't fixed the issue. I've been told they will so many times so, not only are they either inept or lazy, they are also insincere.
unless something magic changes, which I doubt it will, over the next couple of months before the final release of Mac OS 14, I recommend windows machines if you, like me, or like most people, use the internet on a frequent basis.
"It doesn't happen for me" I hear some cry. Good, well done. Doubtless you have different settings, different preferences but, that doesn't matter. The fact that it still happens at all matters.
The only silver lining here is that, with OS 14, it is possible to use keychain with other web browsers, though the issue still remains, if in less hair tearing and teeth gnashing abundance.

Have you tried toggling VO off, and then bak on again? I realize this is tedious, and you may feel you "shouldn't have to", but it helps. What a lot of people do not seem to realize is that, this is not really a Safari bug, but more of a VO thing.

Toggling VoiceOver
Toggling VO is the best workaround we've got.
Unfortunately, Safari is often so unresponsive that even a Command+F5 keypress results in "Safari is not responding." What you really have to do is Command+Tab to some other app, then toggle VoiceOver off and back on, and finally Command+Tab back to Safari. Even then the odds of this resulting in a responsive web browsing experience are still pretty slim.

Yes, I'm aware that restarting VoiceOver sometimes helps, and that most of the time I have to tab out of safari to do so. I also realise that exiting and restarting safari fixes it however, these work arounds only support my assertion that it remains broken. I don't really know if it is safari, VoiceOver or VoiceOver and safari and, thankfully, it really doesn't matter to me. It's all apple where things 'just work'. The term 'seemless' is banded about quite a lot too. I'll throw another into the mix, 'useless'.
The Mac is the best computer on the planet, unless you're blind and fancy doing that odd activity of going on the internet. Take heart, the internet isn't very useful or important, will never take off, you'll see.

You just gotta wonder
You gotta wonder what on Earth Safari and VoiceOver are doing that takes so long. We're not talking about microsecond delays from inefficient processing, or seconds-long delays that you might expect from server roundtrips. We're talking about Safari and VoiceOver being unresponsive for 20 seconds or more, and often this occurs on websites I've already opened, just sitting there loaded in a tab. It's baffling.
I wonder if my favorite Google Drive bug is still present in MacOS beta? It's been around since Ventura, 10+ months now with no change.
My thoughts
I think its more like a memory issue than anything else. Protip, open Safari and do the following:
1. toggle off VO.
2. press Command + L (this should put you in the address field, independent of VO).
3. Type something like, "www.applevis.com".
4. Press enter.
Toggle VO back on and I guarantee the web page will load without "Safari not responding".
What I believe is happening, is that VO is 'hanging' on its refresh buffer when there is a major change onscreen. Like, Safari opening and changing its content dynamically (i.e. opening a webpage), etc. I hope this makes some sense. 😅

Does this happen on a clean install of the latest beta? I wonder why this is so hard to track down? It's very baffling why one of the most basic tasks you do with a computer is this bad with VoiceOver on the Mac. Time to hire more engineers that work exclusively on Mac VoiceOver.

I'm no coder but couldn't there be something like:
If VoiceOver = on + safari = page loading then... VoiceOver, ignore until loading = 100 %...
I know that is really boiling it down to a level of absurd simplicity, but the idea remains.
I do wonder if we could throw together a VoiceOver activity that mutes VoiceOver until the page is loaded, or is it some loop of death that ends up shuttling data back and forth between voiceover's buffer and that of safari in a tragic if not comedic exchange?
The thing is, and again forgive my ignorance if this is obvious, it works fine on IOS. I thought a lot of the code base was now shared between the two operating systems?

Nope been on a Mac since years ago. as I said, I don't know if they have changed something or not. If the error's on me, I'll take that hit. I won't like it, but I just have noticed this since the betas have come out.
MacOS VoiceOver is a joke
Apple is really grinding my gears with how they're ignoring bugs. I don't think MacOS is good as I've stated previously, and this is mostly the reason why - Apple ignoring bugs or breaking stuff with software updates.
It really annoys me how long this bug has persisted and how it appears VoiceOver isn't keeping up with the speediness of the M-series chips.

Uncheck live region Support.
I apologize for not remembering exactly where it is under the VoiceOver Utility, but there is a checkbox titled live region support. Uncheck this in a lot of the difficulties with the Internet seemed to disappear. I did this to resolve a problem, and it seemed to resolve other issues, I was completely unaware of. Good call though. Whilst I was there I turned off navigate images. Possibly image rendering is making VO choke.

Jumping to top
At the risk of running off topic, Safari does seem to have an issue with jumping to top when it shouldn't. One example is URLs with internal page links, such as the links in AppleVis emails that notify you of comments on subscribed posts. Following the link should open the forum topic in Safari with VoiceOver focus on the comment, because it is the target of the internal link. Instead, Safari places VoiceOver focus at the beginning of the forum topic, and you must navigate around to find the referenced comment.
Jumping to top - another example
I just loaded NYTimes.com and was using VO+H to skim through the headlines. After about a dozen presses, I heard VoiceOver announce, "video toolbar, loading," and my next VO+H keypress took me back to the very first heading. In other words, VoiceOver had jumped to the top.
