Moving app icons in IOS 8

Is this a known bug in IOS 8?

I use VO, and I've noticed that when I try to move some apps, nothing happens. I do the double tap and hold to start the move, I hear the sound effect, but VO doesn't confirm that I'm moving the app, and it wont move, nor are the home screens in editing mode.

It works normally for some apps, and misbehaves for others, and I haven't been able to find a pattern for which apps will move and which won't.

I haven't been able to make a backup of my phone yet because I'm still struggling with iTunes for Windows program.

I have restarted the phone several times, it doesn't resolve the problem.

Jean here's a work around for now.

Hi. On the rare occasions this works, yes it happens to me on my five, when it activates, keep the editing fields open by not, hitting your Home button. That way if it behaves for once, click you want moved, or deleted or whatever. Yes this is a bug. along with the annoying as all crap, keyboard echo set to all evenw hen you don't want it or have it set that way. I find myself screwing upmore, and on the places they got that part right, I am confused. :) hope i helped.

As previously stated, yes this is a bug. It seems to affect the icons in the last row above the dock. I've been able to get around it by switching apps so that the one youu want to change is no longer in the bottom row.
