iOS 16.4, iPhone SE 2020, VoiceOver speaks gibberish?

I recently did factory reset on iPhone SE 2020. Voice over now speaks gibberish, in addition to text. The issue is consistent throughout all apps. Apple support said this is a known issue. Is anyone else experiencing this? Any solutions? Thank you!
In addition to rebooting your device, you may also turn off voiceover and turn it back on, to do this, triple click the home button until you hear voiceover off, if triple clicking the home button does not work, ask Siri to turn off voiceover, and once voiceover is off, ask Siri to turn it back on.
This bug has been around since iOS 16.3, I’ve had it on my iPhone 13 mini and the bug is only affecting the Samantha default voice after device has been restored from an iCloud backup, basically the problem is that when you are on a keyboard input area, meaning your typing a Wi-Fi password, sending a text, or any types of activities that revolve using the keyboard to type characters, all the letters will be said in gibberish followed by the letter name, and the gibberish length is really long.
I can actually replicate this issue on my iPhone 12 mini by factory resetting the phone and setting it up all over again either new or restore from a backup and the gibberish applies to all apps when using text input.
Sometimes rebooting and turning off voiceover and turning it back on may not resolve the issue, in this case, go to settings, accessibility, voiceover, speech, manually download the voice that you have previously used or use a different voice other than the default Samantha voice.
Once you have restored from an iCloud backup and all of your apps have been downloaded, this issue will not be around, even when using the default Samantha voice.
If setting the device up as new, try turning voiceover off and on, and if the issue is still there, switch to a different voice, and the issue should be resolved, if you want to switch back to the Samantha Voice, you can switch back to it and the issue will not be there.

Sounds to me like yet another issue Apple is in no hurry to fix. I've been running across a few of those lately. I've not personally run across that one, but just the fact that they told you it's a known issue tells me that it's yet another of the issues that'll be with us for a long time to come.

Known Issue?
