This app is fully accessible. It is also very simple to use. I was able to create a custom wallpaper within a couple of minutes.

Simply enter into the available text boxes whatever information you want displayed on the lock screen. You can also add a photo of yourself and select a background image for the wallpaper.

Once you have created your custom wallpaper, the app guides you through the process of setting this as your default wallpaper.

VoiceOver Performance:

All buttons are clearly labeled.

Usability: 

The app is fully accessible with VoiceOver, but the interface could be easier to navigate and use.
