There is a free version of this app as well, but from what I can tell, it doesn't support transfering of files, at all, either over WiFi or to the PC. In my opinion this is one of the key features of the app, so I'm posting the paid version. It's well worth the $0.99 for anyone who chooses to use it for this purpose. There are many other apps that have similar functionality, most of which I've tested with VoiceOver. iDownloader Pro is the cheapest and most accessible of the ones I've found so far.

Accessibility Comments
This app's accessibility is simply awesome. Everything I've tested so far works, including the ability to select multiple files / folders when the edit button is pressed, and subsequently see which ones are selected. VoiceOver users can double tap and hold to force-download of a file from the web browser, or pull up a menu on any item in the file list. Some of the button labels in the web browser are a bit verbose, but in my opinion their purpose is still very clear.
I have not tested this app on an iPad, as I do not own an iPad. If someone could do so and post a comment with their results, I'll be happy to update this entry.
